The Town, and the 50 percent rule

Fort Myers Beach is its own town with its own permitting office, and a replacement door goes through the Town. The Town also logs repair and improvement costs on each building, even small jobs, because of FEMA's 50 percent rule: in the flood zone, once repairs and improvements add up to half the building's market value, the whole building has to meet current flood rules. Keep the written price and the invoice for every door job. San Carlos Island shares the 33931 ZIP but is unincorporated Lee County, so its permits go through the county.

A garage door is not a flood vent

FEMA doesn't count a garage door as a flood opening, open or closed, because someone has to open it. A garage below flood level can only be used for parking, storage and access. If your door has certified flood vents built in, the replacement needs them too, or the enclosure can fall out of compliance. We look for them before we order a new door.
